Details of projects were contained in memorandum enclosed with Herklots' letter to Caine of the 16th June. Of these only items not covered in Estimates are some under Agricultural Department, paragraph 3. These include provision of additional night-soil maturation tanks, purchase of pipeline equipment and necessary pumps and also specially fitted lorries. Some additional funds may also be required for staff under paragraph 7.

As regards night-soil scheme it is not possible at this stage to furnish any estimate of cost. It is important that pipeline equipment should be obtained as early as possible and enquiries are now being made regarding most suitable type. If it is decided to employ flexible head secured to a buoy it may not be necessary to construct a pier in which case savings amounting to $65,000 will become available under Head 30 Public Works Extraordinary B, Sub-head 3, Fort Works, 4, "hole at Castle Peak".

3. Additional maturation tanks should be proceeded with as soon as the Public Works Department is able to undertake the work. Therefore if Treasury sanction could be obtained for further expenditure of £15,000 or such part of it as is found to be necessary, much valuable time would be saved later on. Should be grateful if this could be done.

Some of this money may be required at short notice for additional Chinese technical staff such as Poultry Expert. It often happens that unless a suitable candidate can be given a definite offer immediately, the opportunity is lost.
